High heat gets you pinched. Serve, bail, or break - bribes are for when you’re free.

High-heat actions can get you arrested. Jail blocks most of the game until you’re out.

While jailed, most actions are blocked. Use the jail UI - not the Legal Office - to get out:

Serve time - wait the sentence.
Pay bail - buy your way out if you have the cash.
Attempt a jailbreak - break yourself or other inmates out.

Successful breakouts (breaking other inmates out) count toward daily and weekly jail-break missions. Failed attempts don’t. NPC inmates keep breakout targets available.

Legal Office heat bribes do not work from inside the cell. Cool heat when you’re free, before the next pinch.

When you’re free:

Pay bribes to reduce heat (rate-limited). Each bribe has a 10% chance to fail - you still lose the cash and heat can go up.
Legal Services (Credit Shop) permanently reduce bail costs.
