Ownership

Players can own slot machines, roulette tables, blackjack tables, horse racing tracks, and RPS tables.

Unowned tables are city-held: you can still play them, usually with a lower max bet. Bets do not pay another player until someone takes the table over.

Owners earn income when other players lose.

Hostile takeover rules let you seize player-owned tables under configured conditions (not while city-held).

Casino missions (casino_games_played) count slots, roulette, blackjack, horse racing, and rock-paper-scissors only. Scratch cards are excluded because higher-level players can bulk-scratch many cards at once.
